Tracking Revenue Management Legislation: Proposals banning revenue management remain the fastest-growing legislative trend affecting the rental housing industry. Continuing a rapid upward trajectory since 2024, the National Apartment Association (NAA) is currently tracking 43 new proposals at the state level and local activity in four states. Section 8 Reform: “Nicole Upano, assistant vice president of housing policy and regulatory affairs at the National Apartment Association (NAA), agrees that landlords have been leaving the Section 8 program in droves, but did not report any departures due to the recent funding freeze. She instead said ‘programmatic barriers’ are the main reason landlords choose not to participate… She also says NAA is concerned about the ‘over-regulation of the [Housing Choice Voucher] program’ and hopes that HUD under the current leadership will be open to exploring ways to reduce administrative, inspection, and other burdens on participating landlords.” Read more.

Federal Lands: “Department of Housing and Urban Development Secretary Scott Turner and Department of the Interior Secretary Doug Burgum announced on Monday plans to identify federal lands where affordable housing could be built. Turner and Burgum will launch the Joint Task Force on Federal Land for Housing to find underutilized lands for residential development and to streamline the process to transfer the lands for housing use.” Read more in The Hill
